Background
The United Nations Development Programme (UNDP) and United Nations Capital Development Fund (UNCDF) are providing financial support to the Government of Uganda towards the implementation of the Third District Development Programme (DDP-III). The programme focuses on promoting Local Economic Development (LED) in the Local Government sector. The Government of Uganda through the Ministry of Local Government would like to recruit three LED facilitators to support DDPIII activities in the pilot districts.
UNDP is carrying out the hiring process on behalf of the Government of Uganda (GOU).The contract will be issued by the GOU and it will be subject to GOU terms and conditions of engagement for consultants.
Duties and Responsibilities
The LED Facilitators will assist LGs with the following tasks:
Orient, support, supervise, and monitor the work of the LG-LED Resource Team in the establishment and functioning of the LED initiatives.
Support the process of decentralization related to LED in the identification of priorities, formulation of catalytic projects and development of strategic LED plans at the local level.
Provide technical assistance for value-chain and enterprise development, working with micro, small and medium enterprises, farmers' organizations and other intermediaries in prioritized value chains.
Maintain working relationships with local LED stakeholders as partners and development of new relationships.
ransfer skills through on-the-job training to local stakeholders on the procedures, methodologies and approaches adopted for LED at national level.
Participate in meetings and training sessions organized at national level by the Ministry of Local Government or other stakeholders.
Prepare/review technical reports and monthly/quarterly progress reports to be submitted to the Programme Manager for the DDP-III, and the Chief Administrative Officer (CAO).
Monitor,evaluate and report on LED “quick-win” projects approved for implementation within each locality.
Conduct targeted value-chain and business environment analyses for prioritized value chains.
Prepare LED Strategic Plans for each locality.
Integrate action plans of LED Strategic Plan with Production and Marketing Department Sector Plans for each locality.

Supporting sub-sector and value-chain development.
Agri-processing and agribusiness development, pro-poor tourism, industrial development and local and national trade.
Supporting Micro, small and medium enterprise (MSME) development.
Gender mainstreaming for business development and local economic development.
Commercial and economic justice and local council courts.
Property formalization and regularization.
Micro-finance, including micro-credit development (like with SACCOs and VSLAs)
business planning.
Decentralization & local governance and participatory approaches to development.
Computer proficiency:
MS Office
Required Skills and Experience
Education:
University degree in Economics, Business Administration, Social Sciences with an economic focus, development studies, or any other field that is relevant to the assignment.
Experience:
A minimum of 5 years relevant work experience.
Experience with the local business environment (LBE) reform.
Language Requirement:
Fluency in written and spoken English.
