ChildFund Uganda is working in over 30 districts to develop the capacities of local community based organizations to be able to mobilise resources and implement programs that improve the well being of deprived, excluded and vulnerable children. The districts that we work in are grouped in 9 areas namely; Mbale, Busia, Masindi, Jinja, Kampala, Soroti, Lira, Gulu and Kiboga.

ChildFund Uganda seeks to recruit suitably qualified, self-driven and result oriented candidates for the position of Finance & Administration Officer;
willing to work in any of the above mentioned upcountry areas any time; whenever needs arise.

Vacancy - Finance and Administration Officer
The successful candidate will report to the Area Manager and will be responsible for providing fi nance, accounting services to include financial reporting, budgets development and management, fi nancial analysis, audits, monitoring and utilization of project funds to ensure compliance with specifi ed policies and procedures and cash management for assigned Area Office.
KEY RESPONSIBILITIES
• Responsible for bank reconciliations for Area Offi ce accounts, monitoring all funds transferred to program area bank accounts and ensures that fi nancial activities are in accordance with donor regulations
• Ensures that all fi nancial transactions and operations comply with organization policies, systems and procedures and donor requirements
• Monitors project fund utilization compliance and provides training for corrective actions, if necessary
• Responsible for coordination of annual external audit; preparation of required documentation and support implementation of the resulting plan of action and audit corrective measures
• Responsible for preparation and submission of quarterly cash forecast; ensures optimal operational and capital cash management for assigned office
• Provides assistance in development of operational budgets and regularly reviews federation budgets.
• Takes a leading role in financial reporting and control in Area office;
especially in doing variance analysis to identify adverse trends and offer technical advice on funds fl ow and budget management
• Over sees over all recording procedures of ChildFund’s Area Office Operational expenses and reports according to ChildFund policy and Generally Accepted Accounting Principles
• Guide the Federation procurement committees in the procurement decisions, processes and procedures in accordance with the national and area offi ce procurement policies
• In charge of all personnel and administrative issues at Area level
• Participate in the development, implementation and over all evaluation of the office Area Strategic Plans (ASPs) in line with ChildFund’s BF agreed policies
• Building the capacity of Area Federation of Parents, children, youth and other partners to manage community projects policies and procedures and Facilitating training in fi nancial record keeping in rural communities, to ensure communities adopt good stewardship of the resources bestowed upon them
Preferred Skills: QUALIFICATIONS/EXPERIENCE

• Bachelor’s degree in business administration, accounting, finance or related fi eld or equivalent relevant work experience. CPA or ACCA preferred
• Minumum of 5 years progressive work experience in fi nance/accounting including analysis, fi nancial reporting, budgeting, fi nancial software and reporting systems
• Experience in an organization with Grants Standard Provisions and Financial Requirements preferable
• Strong understanding of Generally Accepted Accounting Principles, International Accounting Standards, internal controls
• Good understanding of administrative, fi nancial and general management principles and skilled in fi nancial reporting, budgeting and taxes
• Profi ciency in Microsoft Offi ce Programs including Excel, Word and Outlook
• Self-guided, strong organizational and planning skills; Ability to work independently and under pressure
• Proven decision-making skills
• Strong interpersonal communicative skills; experience in team leadership and participatory management
