DARFUR AREA COORDINATOR

Job Location:              Khartoum

Contract Length:        12 months

General Description of the Role:
The Area Coordinator is responsible for co-coordinating GOAL’s programme in Kutum, incorporating programme activities and support functions including Finance, Logistics and Security.

In order to achieve the programme objective the Area Coordinator will be supervising and directing the Kutum Senior Management Team and the Fasher based Head of Office. The Area Coordinator will receive technical support from members of the Khartoum Programme Technical Team and from the Khartoum Operational Departments. 
Key Duties:
Management
•    To co-coordinate GOAL’s programme in Kutum, incorporating programme activities and support functions, through the Senior Management Team in Kutum and through direct communication with the field based Programme Managers and Department Heads.

•    To support the Senior Management team through mentoring and identifying training opportunities.
•    Compile and submit to Country Director and Assistant Country Directors the relevant weekly and monthly reports.
•    Cooperate, in conjunction with appropriate staff in Kutum and Khartoum, in the preparation of donor proposals and reports

Coordination
•    To be familiar with all relevant Donor Contracts and to lead the development of detailed programme activity plans (Programme Management Plan) to deliver the contractual obligations on time and on budget. And to ensure the timely implementation of the Programme Management Plans.
•    To ensure that Budget Monitoring Tools (BMT), which track the financial information of the donor contracts, are updated on a monthly basis and submitted to Khartoum.
•    Ensure budget spends are in line with proposals and flag any envisaged deviations to the Khartoum Senior Management Team.
•    Ensure relevant information is shared with programme managers and that all understand the proposals and reports that affect their programmes. 

Security
•    To manage all aspects of GOAL’s security in Darfur, including the constant updating of the Safety, Security and Evacuation Procedures, liaison with UNDSS, other NGOs, government authorities and local commanders.
•    Remain up to date on political and security developments in Darfur and Sudan as a whole that may affect GOAL’s safety.
•    To be fully aware of GOAL’s security guidelines, ensure that they are followed at all times by all team members and that the security guidelines are regularly updated.
•    To coordinate with GOAL’s security focal point in Kutum and Fashir and the CD, ensuring that information is shared in a timely manner.  

Finance and  Operations
•    Ensure adherence at all times to GOAL’s Logistic and Financial policies / manuals / guidelines and donor requirements.
•    Ensure all financial internal controls are in place and operational in accordance with GOAL guidelines.
•    Report any concerns over adherence to Logistic and Financial policies / guidelines to the Country Director in a timely fashion.
•    Ensure that HR procedures, as set out in the GOAL HR Manual, are adhered to at all times.

General
•    To work at all times in a manner that promotes teamwork within GOAL and assists in the achievement of GOAL’s programme aims.
•    Any other duties as required by the Country Director


Requirements:
•    At least two year’s management experience working in a similar position.
•    Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities.
•    Experience in budget management and proposal and report writing.
•    Excellent leadership skills and a flexible and motivated approach.
•    Good computer skills, including familiarity with Microsoft Word and Excel.
•    Fluency in English essential, and Arabic is an advantage.

Desirable:
•    Previous experience of working in Daerfur / Sudan in a similar position
•    Pervious experience of remote management
