UETCL seeks suitable qualified persons to fill the vacancies of: 3. SAFEGUARD OFFICER

The Safeguard Officer reports to the Project Manager in the Projects Implementation Department.
The Safeguard Officer shall together with supervision consultant manage the environment and social impact related activities of the project through the project implementation period. Overall, the role of the Safeguard Officer will be to operationalize the safeguard monitoring plan, monitor implementation of the environmental and social mitigation measures, liaise with all relevant authorities for proper and timely project implementation.
KEY RESULT AREAS:
• Participate in the procurement of the supervision consultant and contractor to ensure that safeguard issues are covered. • Operationalize the safeguard monitoring plan in line with the contract requirement. • Supervise the proper implementation of the environmental and social mitigation measures; • Liaise with relevant authorities (NEMA, NFA, UWA, CGV etc) to ensure adequate implementation of all requirements in line with donor and Ugandan safeguard policies and laws. • Assist the Senior Safeguard Officer to liaise with the line ministries; Ministry of Energy and Mineral Development, and Ministry of Finance, Planning and Economic Development; and any other relevant authorities for proper implementation of the project to ensure timely completion. • Participate in environmental audits which may be required in substation. transmission lines before, during and after completion. • Ensure ecological and social aspects relating to land
acquisition and compensation processes comply with set safeguard plans as well as approval requirements. And to carry out any other duties as may be assigned from time to time. Job requirement
THE PERSON SPECIFICATIONS: The desired person should have the following essential requirements. • Degree in Environmental Science or equivalent qualification • Experience of three years in similar assignments and more specifically supervision of works and projects. • Significant experience with donor funded projects and reporting practices. • Must be computer literate. • Must have good supervisory and interpersonal skills. • Must have good analytical and communication skills. . • Must be able to withstand stressful work situations and have willingness to work for long hours outside the official working hours. • A person of high integrity, motivated, innovative and a committed team player. • Must possess a valid National Driving Permit.
