Background
Winrock International is a non-profit organisation whose mission is to empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock has over 170 projects underway in sixty-five countries including the United States. In Uganda, Winrock is currently working in four Northern Uganda Districts of Gulu, Amuru, Oyam and Kitgum. However, Winrock is anticipating additional funding from USAID for expansion to two new districts of Nwoya and Lamwo.
Winrock will effective with the release of this advert, seek to recruit additional personnel (Ugandan Nationals) to fill the vacant positions listed below to support the implementation of the Northern Uganda Development of Enhanced Local Governance, Infrastructure and Livelihoods (NUDEIL) Project.

Duration of Contract    : 8 Months with possibility of extension

The HR Assistant shall play an important role in the delivery of responsive HR services to Winrock International field and national head office based staff. This will be through the Human Resources Manager.
  1. Provide cover to the HR Manager during leave and in the event of any other absence.
  2. Maintain information on the HR databases to ensure that the information is accurate and updated from time to time.
  3. To support the HR Manager and the recruitment committee during recruitment and shall be responsible for induction and orientation of new staff; draw up induction and orientation plans and lead induction of new staff.
  4. Prepare and arrange for all the in-house training programs, staff events and prepare timely payments for rendered HR services.
  5. Filling and record keeping of all pertinent documents relating to staff employment with Winrock International.
  6. Ensure confidentiality of all information on staffs due to the nature of your work
  7. Coordinate printing of ID Cards including replacement of lost or old ID Cards.
  8. Coordinate with Insurance service providers and the HR Manager to ensure that all staff and their authorized dependants have medical cover and they receive quality medical services paid for them by Winrock International.
  9. Monitor, verify and keep record of leave balances and prepare accurate monthly leave reports.
  10. Follow up with supervisors on staff end of probation and coordinate with the HR Manager for confirmations or termination of probationary contracts.
  11. Any other duty as may be assigned by the supervisor.
Qualifications and experience
  • The successful candidate must have a minimum of a university degree in Human Resources Management or related subject attained from a recognized Institution of Higher learning.
  • Minimum of two years similar experience with another International organization or USAID Contractor.
  • Experience and familiarity with basic Ugandan labour Laws.
  • Professional computer skills, including MS word, Excel, Database, internet and e-mail.
