Program Learning and Development

Location: Mbale
Reports to: Executive Director
Purpose: Coordinate periodic review of
performance in line with Strategic plan and M&E framework, document key areas for learning and scaling up, develop organization program resource
mobilization strategy, Including designing relevant project proposals with key stakeholders and beneficiaries.

Duties and Responsibilities:
• Coordinate the periodic review of programme performance in line with Strategic plan and Program M&E framework
• Consolidate program learning and maintain a repository of program knowledge
• Facilitate periodic program review and evaluation exercises.
• Provide articles for publication in annual
organizational reports.
• Solicit beneficiary feedback on program
operations and performance
• Disseminate various program-related updates to relevant stakeholders
• Make input into the development of periodic
donor reports
• Carry out donor intelligence
• Generate and compile evidence for the
development of proposals
• Make input into the development of fundable proposals.
• Coordinate and solicit input for fundraising and linkages with donors.
• Plan and monitor the utilization of resources
against funding/program plan and guidelines
• Account for the utilization of program resources
• Review program plans and recommend resource deployment.
• Develop and operationalize 'Farmer Institutions specific' monitoring framework.
• Ensure compliance of all projects to monitoring and evaluation framework.
• Ensure quality and timely data collection,
reporting and dissemination of 'partner specific' monitoring reports as stipulated in the reporting guidelines.
• Provide timely and strategic information and recommendations about issues arising from the monitoring activities for management consideration.
• Prepare quarterly monitoring reports, based on agreed standardized reporting formats and indicators.
• Review implementation performance on an on-going basis and suggest necessary changes
• Improve documentation of good practices and information sharing between Farmer institutions,diocesan development commissions and other stakeholders.
• Ensure that best practices (where applicable) are used to develop new projects.
• Support Executive director to initiate & negotiate donor contracts to take care of organizational interests
• Support in maintaining up-to date
communication with donors
• Build staff capacity to Carry out donor
intelligence, proposal development, contracts
management and development aid policy
influencing

Requirement: Minimum Qualifications
• Degree in Social sciences, development studies, or agriculture
• 3 years working experience in monitoring, impact assessments, fundraising and grants management
• 2 years management experience
• 3 years experience in managing donor funded projects and contracts
• Strong knowledge of Microsoft Office products - Word, Excel and Outlook
