Salama Shield Foundation’s development model, Salama For Life, addresses the challenges faced by communities in health (Health For Life), income generation (Finance For Life), access to clean and safe water (Water For Life), farming and nutrition (Nutrition For Life) and vocational skills training (Education For Life).

Amongst the key strategic program issues developed by Salama Shield Foundation in Uganda, is the setting up of a vocational education centre in Lyantonde.

Salama Vocational Education Centre – Lyantonde will provide skill acquisition opportunities that support a literate and multi-skilled community within a framework of sustainable jobs, self-reliance, and moral respect. The education centre will offer diplomas in vocational skills in Sustainable Tropical Agriculture, Built Environment (Brick Laying & Concrete practice and Carpentry & Joinery), Technology, Textiles & Design, Cosmetology & Hair Dressing, and Hospitality & Hotel Management.

Procurement Officer.

Reports to: School Bursar.

Location: Lyantonde.

Scope of work: To coordinate and manage the procurement of goods and services of Salama Vocational Education Centre – Lyantonde, in accordance with applicable rules and regulations.

Duties/Responsibilities.

Develops and ensures implementation of the procurement plans and strategies for the procurement of all relevant goods and services for the school Supports the school.
To coordinate and manage the procurement of goods and services of Salama Vocational Education Centre – Lyantonde, in accordance with applicable rules and regulations goods and services for the school Supports the school Management in Contracts Management including preparation and issue of contracts and monitoring implementation
Liaises with the Office of the Bursar to provide the necessary bid documents to prospecting suppliers of goods and services to the school
Guides and advises the Contracts Committee, and user departments and suppliers on the correct procurement procedures and recommended procurement methods and specifications
Liaises with the Bursar and the suppliers to ensure timely delivery of the procured goods and services and the corresponding payments
Supports the Contracts Committee and the school Management in taking early action to identify and address poor contractor and supplier performance References, verifies and manages the procurement and disposal documentation and ensures their safe custody Prepares periodic performance reports to the Contracts Committee
Manages the advertisement and sell of bid documents; maintains an approved suppliers’ list.
Coordinates the receipt, opening and evaluation of the procurement bids in liaison with the technical experts and user departments Monitors market trends and conditions and advises Management on competitive pricing Plans, budgets, requisitions and accounts for the resources and performance of the Procurement Unit Plans the exportation of the school income generating products (local. National, international)
Works with the school Bursar to manage customs paperwork and duties.
Ensures that there is an up-to-date inventory of goods.
Monitors and sets controls and maintenance for procured products.
Requirement:
Qualifications

An Honours Bachelors Degree in Procurement/Supply Chain Management from a recognized awarding institution.
At least 1 – year experience or a postgraduate qualification in procurement.
Candidates with any teaching experience have an added advantage

Good negotiation and communication skills.
Expert Knowledge and understanding of the Procurement Act, guidelines and practices.
High morals and integrity.
Concern for Quality and Standards.
Knowledge of donor procurement conditions.
