Uganda Cares Program is a collaboration with the Ministry of Health to
provide HIV/AIDS care including, antiretroviral treatment care, basic
care and palliative care, psychosocial support, HIV testing and
Prevention; training and other related services. To meet the above
needs, the Program desires to recruit skilled, committed, self driven
and results oriented individuals to fill the following posts:
Job Title: HUMAN RESOURCE MANAGER
Reports To: Africa Bureau Chief
Duty Station: Kampala with occasional travels upcountry.
Job summary: The Human Resources Manager will provide technical support, guidance and mentorship in all aspects of Human Resource Management including related applicable employment laws to the staff in Uganda.
Reporting structure: He/she will be directly supervised by the Africa Bureau Chief with secondary reporting to the Director of Human
Resources
ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Leads or participates in the development of guidelines, policies and procedures
• Serves as a designated expert on the interpretation of human resource policy issues
• Assists in the implementation of HR programs in alignment with country labor law/policies
• Collaborates with partners or contracted entities for an agreed period to develop policies, procedures and handles employee relations issues
• In collaboration with line managers, hires staff to fill in vacant posts as may be required
• Actively supports, recommends and participates in continuous staff development/ capacity/skills building processes
• Liaises with the Global HR department on a regular basis to keep them posted on HR related issues
• Participates in planning and supervision activities with the aim of providing human resource support for all designated staff
• Oversees the management of information and records of the human resources department
• Participates in the development and review of job descriptions in consultation with line managers
• Coordinate the performance monitoring and annual performance appraisal exercise, guiding line heads in measuring and managing performance of employees within agreed frameworks

Job requirement
Education and Experience
Bachelors degree in human resource management, or SWASA with a minimum of 5 years managing human resources. Post Graduate Diploma in Human Resource Management will be an added advantage
Other skills: Good command of administrative knowledge and practices; Ability to work in a team, Good interpersonal and communication skills, Be a strategic thinker, have good organizational and planning skills and ability to prioritize tasks and work quickly and accurately to meet deadlines.
