Scope:

The Civil Society Technical Adviser is responsible for the coordination and provision of technical support to the lead agencies working under the Sudan Health Transformation program (in the region of 10 international organizations) and their their national civil society partners, as well as the coordination and sharing of best practices and lessons learnt amongst lead agencies.

Responsibilities:

-Define capacity assessment methodology and work with lead agencies to map and assess the capacity of national NGOs conducting health related activities in their areas of implementation, and make recommendations for next steps based on such assessments;
-Work in partnership with MSH and the GoSS Ministry of Health to clarify the roles and responsibilities of Village Health Committees and work with lead agencies to determine the existence and structure of such VHCs in their areas of implementation; and support lead agencies to implement the outcome of these discussions;
-Oversee/Provide support to the lead agencies engagement with national NGOs to support the implementation of high quality capacity building curriculum and ensure that the CSO partners and village health committees are utilizing the trainings and experiential leaning opportunities to improve their capacity to provide services to and represent their community;
-Make regular monitoring trips to the 12 targeted counties throughout Southern Sudan to evaluate the quality and accountability of activities conducted by the CSO partners and village health committees;
-Obtain feedback from target beneficiaries – through the development of questionnaires and surveys, drafted in partnership with stakeholders;
-In partnership with MSH and the MoH develop appropriate behavior change and communication materials that can be adapted by lead agencies in their areas of implementation in order to promote healthy practices;.
-Lead on the collection and sharing of good practices, innovative communication and best practice models, partly informed by field visits, and ensure that these are disseminated through all partners through appropriate fora, and identify specific learning opportunities across of lead agency partners.

This position reports to the MSH Technical Director on a functional basis, ensuring that all activities are fully coordinated within the scope of the MSH-led program, and to the IRC Deputy Director for Programs on a administrative basis. This position manages a national staff counterpart.

Requirements:

-Minimum of 5 years overseas’ relevant work experience in program management and development with community driven and partnership approaches in a post conflict setting
-Experience in development training materials and tools for organizational capacity building;
-Demonstrable commitment to national staff development and ownership;
-Ability to set priorities in a fluid, complex and demanding environment and to balance differing simultaneous requirements;
-Excellent communication skills and facilitation experience, particularly in relation to international NGOs;
-Superior analytical, presentation, communication and reporting skills;
-Demonstrated creativity, ability to apply innovative thinking and problem solving skills;
-Experience in Africa, with knowledge and experience of Southern Sudan desirable.

Specific Security Situation/Housing :

The Civil Society Technical Adviser will be based in shared housing accommodation in Juba, Central Equatorial State and will be expected to travel frequently to support lead agency implementation activites across all of Southern Sudan.

There are no significant security concerns in any of these locations at the current time but staff are required to adhere to the IRC defined curfew for each area.
