General Summary:

AECOM requests expressions of interest from highly qualified Chief of Party (COP) candidates for a USAID-funded project to provide planning, engineering, financial management and other technical support to Ugandan District Governments to construct or rehabilitate small infrastructure in Northern Ugandan communities. The proposed project aligns with USAID's strategic objective to support the rebuilding of Northern Uganda’s economy in keeping with the objectives of the Government of Uganda’s Peace, Reconciliation, and Development Plan (PRDP).

Tasks Include:
1. Provide overall technical and managerial leadership to the project, including management of project staff, consultants, and subcontractors from the project HQ in Gulu, Uganda.
2. Liaise with and between senior Ugandan government officials, international and bilateral donors, USAID, and other US government entities as required.
3. Coordinate with District Governments to identify and prioritize infrastructure needs and establish corresponding agreements, contracts, memoranda regarding infrastructure support to be provided by USAID.
4. Providing training, technical support and equipment to District Governments to assist them in building the capacity to plan, design, procure, implement and manage infrastructure services and projects.
5. Oversee the provision of engineering, design, construction, and management services to District Governments across Northern Uganda; monitoring program progress with a tailored monitoring and evaluation system accessible by targeted District Governments.

Qualifications:

Qualified COP candidates must demonstrate relevant technical experience; specifically in planning and managing infrastructure rehabilitation and construction projects and assisting governmental bodies in building capacity to implement and manage infrastructure projects.

1. An advanced degree in a discipline directly relevant to infrastructure planning, urban planning, procurement services, implementation and maintenance: engineering, finance, business administration, or public administration;
2. Prior COP and/or similar USAID project management experience in developing countries;
3. Demonstrated ability to coordinate efforts by multiple partners and stakeholders;
4. Strong leadership and communications skills, including the capacity for hands-on management with limited resources; and an ability to demonstrate results in complex sociopolitical environments;
5. Demonstrated history of providing deliverables on time and within budget;
6. Familiarity with international construction contracting in rural environments, such as that of Northern Uganda;
7. Prior experience in post-conflict governance, infrastructure, or transition assistance program design and delivery;
8. Experience in Uganda or other sub-Saharan Africa countries strongly preferred.
