Program Coordinator

Scope:

The Kitgum-based Program Coordinator ensures day-to-day program supervision; program development; management of program staff; and representation of IRC on programmatic issues to support IRC’s multi-sectoral work in northern Uganda.

Responsibilities:

Program supervision – ensure quality and timely implementation of all activities by program staff; oversee the development of detailed project work plans, budget tracking tools and procurement plans for all programs, and monitoring of project progress against these tools; and, liaise with Technical Coordinators to train program managers on indicator-based management, review monthly indicator analysis reports, and ensure the collection and analysis of data through program monitoring and evaluation tools, as developed by program staff.

Program Development – work with relavent field and Kampala based program and technical staff to identify new program possibilities and develop proposals, logframes and budgets, ensuring that the principles of IRC’s Program Framework are applied.

Staff Management – analyze organograms and make recommendations for departmental restructuring and possible harmonization; update program staff’s job descriptions and develop performance objectives for all direct supervisees and oversee process for all other program staff; ensure that quality performance evaluations are conducted for all program staff; ensure that administrative actions for program staff are conducted according to IRC policies; and, actively promote capacity building of program staff.

Coordination and Representation – organize and participate in Kitgum field visits by donors, IRC delegations, or other organizations; ensure that program staff attend Kitgum level coordination and cluster meetings as well as working groups; work with program managers and communications officer to identify key advocacy points, oversee local advocacy efforts and advise senior management on district-level advocacy activities; and, establish and maintain effective relationships with key programmatic counterparts, including donor representatives, cluster leads, and district officials.

This position reports to the Field Coordinator, Kitgum and assumes Field Coordinator functions when required. This position manages a staff of six national Program Managers and one international Technical Program Coordinator.

Requirements:

- Masters degree (or equivalent) in Development, International Relations or other relevant field
- At least four years work experience in development and/or conflict settings (experience with both relief and development program management preferred), ideally in Africa
- Proven skills in program management, donor liaison and training
- Program development, monitoring, and evaluation experience
- Organized and detail-oriented with multi-tasking abilities
- Excellent communication skills, both oral and written

Specific Security Situation/Housing :

- The security situation in Kitgum is relatively stable, however risks of thefts and raids exist. The IRC maintains a Security Officer in Kitgum and restrictions may be imposed as and when necessary. All international staff based in Kitgum reside in shared IRC guesthouses.
