Job Description
We are retained to assist the National Agricultural Advisory Services (NAADS) identify qualified and competent individuals of integrity to fill two posts in its Secretariat in Kampala. NAADS is a semi-autonomous body formed under NAADS Act 2001 with a mandate for demand-driven, farmer-led agricultural service delivery system targeting the poor farmers with emphases on women, youth and people with disabilities.

Recent restructuring of NAADS programme with additional mandate and increased workload, created the need to increase manpower in the Secretariat. In both cases the successful applicants will be appointed on contract with attractive remuneration packages. We invite applications from qualified Ugandans for the following posts



Assistant Procurement Support Officer-Ref: No-04

The Officer will report to the Finance and Administration Manager through the Senior Procurement Support Officer. His/her main role will be to specifically provide support to the Secretariat and Local Governments

by giving the necessary guidelines and technical back-up with respect to government, donor/partners and best practice procurement regulations and/or standards as applicable.



Main duties and responsibilities will be to:

● Provide framework/guidelines for policies/procedures on procurement for use by Local Governments

● Monitor the implementation of procurement guidelines so as to facilitate approval of sample contracts

● Ensure the provision of technical backup and support to the Local Government levels

● Liaise with appropriate professional bodies to define standards and specifications for bid documents for goods and services for consideration by districts

● Monitor market prices for goods and services commonly used by NAADS

● Provide inputs on the preparation of annual work plans and budgets (AWPBs) at all levels

● Liaise with other planning units on matters related to procurement

● Work with the Procurement and Finance Administration Officers on procurement of supplies and equipment for programme activities and at the headquarters

● Work with the Planning, Monitoring and Evaluation Officer to draw up and monitor implementation of guidelines for goods and services at district and sub-county levels

● Work with the Communications Officer in developing databases for commonly used goods and services and service providers

Qualifications and experience

● A degree in commerce, business law or other relevant qualifications from a recognized university

● Progress to full membership of professional body (CIPS) or equivalent

● Postgraduate qualification in a relevant field would be an advantage

● Good computer skills with hands-on experience with a recognized accounting package

● Minimum of five years experience and exposure to IDA/World Bank, EU and PPDA guidelines

● Good interpersonal skills and capacity to work under pressure with minimal supervision



Executive Assistant – Ref: NS-09

The position reports to the Finance and Administration Manager through the Administration Officer.

Her main role will be to provide secretarial support to the Finance and Administration Department.

Main duties and responsibilities will be to:

● Provide secretarial support to the Finance and Administration Manager by facilitating the flow and retrieval of documentation (including dispatch of mails); and assisting in organising meetings

● Provide secretarial support to the Departmental staff by setting up and maintaining office filling system and keeping correspondence and reports available for reference and tracking

● Assist the Administration Officer in coordinating and servicing of Office equipment (computer, printers, photocopiers, fax etc) and motor vehicles

● Assist in the administration of the Secretariat and in particular Finance and Administration Department activities calendar.



Qualifications and experience

● A degree in secretarial studies or business studies or relevant equivalent qualification from a recognized university or institution

● Good computer and customer care skills

● Minimum of three years experience in a busy office environment and with capacity to handle confidential materials

● Pleasant disposition; good interpersonal skills and the ability to work under pressure with minimal supervision
