Regional Coordinator- Karamoja and Teso Job Vacancy: Northern Uganda Rehabilitation Programme (NUREP)

The Northern Uganda Rehabilitation Programme (NUREP) aims to strengthen the self-reliance and protection of local populations in Northern Uganda, to rehabilitate social infrastructure and to improve the capacity of national and local governments for effective service delivery.

NUREP operates under the overall framework of the Peace, Recovery and Development Plan (PROP), and is active in the Acholi, Lango, Teso and Karamoja Regions.

The Programme is funded by the European Commis-sion, and managed by Cardno Agrisystems Limited through a Programme Management Unit (PMU) under the supervision of the Office of the Prime Minister (OPM).

The PMU consists of a coordination office in the OPM in Kampala, and two Regional Offices, situated in Gulu and Moroto, each with approximately 11 staff.

Cardno Agrisystems is looking to recruit a Regional Coordinator for the Moroto office up to December 2010.

A successful Regional Coordinator will:

Provide leadership and management oversight to the regional field office in Moroto and sub-office in Soroti to ensure a proper general, human resources and financial management and execution of the programme activities in line with the Financing Agreement and the relevant 9th EOF rules and procedures;
Identify, plan and initiate relevant interventions in accordance with the programme strategic areas, workplans and budgets as agreed by the National Steering Committee, in close consultation with the District Local Governments and beneficiary commu-nities;
Carry out technical monitoring of NUREP interven-tions by implementing partners to ensure timely and quality delivery of agreed outputs and outcomes according to the (grant) contracts and in line with agreed procedures; provide constructive feedback to implementing partners in consultation with the District Local Governments;

Ensure timely and quality technical and financial reporting in line with 9th EOF procedures of all interventions carried out in the Karamoja and Teso Region; contribute to the overall technical and financial reporting of NUREP to the Supervisor, Contracting Authority and funding agency;
Carry out, as and when appropriate, institutional capacity building for District Local Governments and grantees;
Ensure regular dialogue and networking with other national and international programmes in the region to ensure synergies and coordination;
Ensure broad participation in and dissemination of programme activities as well as the OPM and EU visibility in the Karamoja and Teso Regions;
The successful applicant will be expected to have the following qualifications and experience:

A degree in development studies or a related subject;
At least 10 years relevant experience in international development assistance;
At least 5 years experience managing project teams working on relief, rehabilitation, and/or peace-building programmes;
Experience working in post-conflict environments; Familiarity with EC procedures specifically in grant and/or project fund management;
Proven communications skills, and an excellent team player;
Willingness to live and work in a remote location in Uganda;
Proficient in English;
The Regional Coordinator will report to the Programme Manager.
