The Foundation for Community Development & Empowerment (FCDE) is recruiting personnel to develop and maintain its first Uganda program site, based in Kasese. As a grassroots support organisation, FCDE focuses on institutional capacity building of partner local NGOs/CBOs.

Statement of Work: Program Coordinator
Basic Function of Position
The Program Coordinator (PC), under the supervision of the Program Director (PD), will provide strategic support to a network of local partner organizations. The basic responsibilities of the position include leading and supporting various partner organization trainings, supporting partner organization’s grant preparation, implementation and monitoring the program as well as a wide range of administrative support. The position works under the supervision of the Program Director with oversight by the International Program Director.
Major Duties and Responsibilities
A. Program Development and Maintenance (approx. 20% of the time)
• Support the development and maintenance of relationships with 15 – 25 organizations and institutions partnered with FCDE. This includes but is not limited to holding meetings, maintaining communications and ensuring accurate documentation of partner organization’s work.
• Assist with the maintenance of and dissemination of information about partner programs and initiatives. This will include consistent record keeping, providing written reports and developing regular communication with our partner organizations.
• Provide information and materials to various people/groups to develop community relationships and foster awareness and understanding of FCDE’s programs and approach.
• Support ongoing trainings, consulting (one-on-one or small group), as well as site visits to support the development and ongoing success of our partner organizations’ programmatic activities. Done both in conjunction with PD and independently.
B. Administrative Support (approximately 35% of the time)
• Assist with and monitor program written records and files, and perform routine clerical tasks.
• Provide translations and interpretations when necessary.
• Assist in the collection and analysis of data on partner organization performance, and in the preparation of reports on program development and/or grant activities.
• Ensure that the FCDE office is clean, stocked and maintained in an appropriate manner.
• Assist in preparation of a wide range of program documentation, including: Partner Organization Profiles, Weekly Reports, Quarterly Program Evaluations and Reports; Grant Project Evaluation and Follow Up Reports, etc.
C. Local Partner Capacity Building & Training (approx. 30% of the time)
• Assist in obtaining baseline organizational assessments and in documenting partner organizations’ capacity development.
• Help develop and deliver materials and trainings to build partners’ skills and capacity so that they can carry out their programmatic activities successfully, strengthen the efficacy of their programs, and enhance organizational development.
• Support the development and the implementation of work plans for each partner organization.
• Provide networking and resource sharing opportunities to support collaboration among partners.
D. Program, Monitoring and Evaluation (M&E) (approximately 10% of the time)
• Support the identification and collection of data to be used in monitoring and evaluation reporting. Assist the Program Director with compiling information and M&E reports as needed by the Headquarter Office (HO).
• Help monitor partner organization program and grant progresses in order to best provide guidance/ capacity building tools as needed to facilitate successful performance and adherence to the FCDE approach.
E. Intern Support (in the future – will determine at time of implementation)
• Assist Interns to improve their job performance and social and cultural adaptation through the provision of technical support, cultural insights, and direction to relevant and available resources.
• Assess and address issues of miscommunication, frustration and stagnation between host agencies and interns in order to facilitate the progress towards the successful completion of program plans and mutual satisfaction of the intern and host agency.
• Identify, maintain and distribute, as appropriate, relevant educational information and materials to Interns through orientations, mid-service events, weekly talks, and other avenues.
• In collaboration with the PD, monitor and evaluate intern projects to ensure satisfactory progress and results.
• Be knowledgeable on FCDE policy and procedures and be able to communicate this information accurately to interns, partner organizations and host families.
• Document and keep the Headquarter Office (HO) informed of all intern activity.
E. Other Duties and Activities (not to exceed 5% of the time)
• Perform other related duties as assigned by the Program Director, Director of International Programs, Director of Outreach, and Executive Director (need to confirm hierarchy and current FCDE positions).
• Provide relevant feedback to the HO staff on how programs and systems of communication can be more effectively carried out.
Desired Qualifications
• Education: A university degree in International or Community Development, International/Regional Studies, Business or related field.
• Prior Experience: at least one year working internationally or within a development organization or similar experience.
• Language Proficiency: Spoken and written fluency in both local language and English.
• Knowledge: Solid working knowledge of community development and the host-country’s culture/history/current events; demonstrated ability to maintain working level contacts with NGO officials and host families; and demonstrated experience and skills in facilitation of training events.
• Skills and Abilities: Ability to represent FCDE effectively with partner organizations, host families, local officials, FCDE Interns, and International Sponsors (Donors, Academic Sponsors). Organizational and administrative skills. Excellent computer skills in word-processing and database management. Motivation and commitment to work effectively as part of an inter-cultural team. Excellent interpersonal skills. Demonstrated ability to exercise good judgment under normal as well as complex and often stressful conditions.
Pay and benefits:
The pay range for this position is USD $500 – $800 per month for full time employment. This is a performance based annually renewable contract position. The position, based in Kasese, is open to Ugandan Nationals only.
