Finance Officer

GENERAL DEFINITION:
Johns Hopkins University is seeking a temporary Finance Officer for its Stop Malaria Project (SMP) in Kampala, Uganda. In total, this work would last for up to 180 days to start (schedule to be determined) and possibly more time as the work progresses. The se­lected candidate would start around mid-March 2012. The position will pay local salary and benefits.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Provide technical assistance to other field offices, to establish financial management systems and to prepare financial reports using Quickbooks and monthly im­prest reporting.
• Keep records of VAT payments, and submit documenta­tion to USAID for reimbursement;
• Maintain records of disbursements and receipts on a daily basis.
• Prepare journal entries and monthly financial reports using QuickBooks.
• Prepare quarterly projections of expenditures for sub­mission to JHU’CCP Baltimore with monthly financial reports.
• Prepare local purchase orders and consulting agree- ments with appropriate documentation.
• Review travel expense reports and process reimburse­ments.
• Participate in all aspects of the procurement process.
• Review and seek approval for activity budgets.
• Compile cost share documentation for JHUCCP and other Partners.
• Submit the annual USAID VAT report to the FFA

Requirement:
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Candidate must be extremely knowledgeable with financial management.
Must be familiar with USAID/US government federal regulations, specifically 2 CFR 226, 2 CFR 220, 2 CFR 215 and OMB A-133.
Must have experience working with local subrecipients, managing sub-CAs (cost reimbursable) and understand flow-down.
Knowledge of QuickBooks.
Superb attention to detail.
Word and Excel at least at an intermediate level.
High-quality math skills.
Able to meet deadlines.
Fluent in English, both written and spoken.
Excellent communication skills including written and oral.

EDUCATION AND EXPERIENCE
Education:
Bachelor’s degree or professional accounting/finance/ auditing certification. Experience:
Prior experience with procurement regulations and procedures is a must. 2+ years of experience.
