#Public Procurement and Compliance Manager
Chemonics International is seeking qualified candidates for the position of Procurement and Compliance Manager to be based in Gulu for an anticipated 3 year, USAID-funded project to support district governments in Northern Uganda to rehabilitate small-scale physical infrastructure as well as help sustain the post-war peace and jump-start the development in the area.
The project supports rebuilding the economy of Northern Uganda and assisting the objectives under the Government of Uganda's Peace, Reconciliation, and Development Plan.
Duties may include: providing oversight and technical advice for public procurement process, including preparing documentation for qualification of local contracting firms, publicizing the qualification process and procedures, providing technical advice and observing selection of firms, ensuring use of labor-intensive construction methods in projects, assisting District to prepare tenders, ensuring District Officials receive and open bids publically, assist District in analyzing bids, and ensure awarded contracts are widely publicized.
Qualifications
Bachelors degree and minimum of 10 years experience in public procurement and/or public sector reform
USAID or relevant donor procurement policies and procedures experience
Experience in managing procurement needs for community development design projects
Ability to work independently, prioritize multiple work assignments in a fast-paced environment, and to meet deadlines
Interpersonal skills to collaborate effectively with communities and local governmental organizations
Budget management experience for similar project needs such as grants

Deputy Chief

Chemonics International is seeking qualified candidates for the position of Deputy Chief of Party to be based in Gulu for an anticipated 3 year, USAID-funded project to support district governments in Northern Uganda to rehabilitate and construct small-scale physical infrastructure as well as help sustain the post-war peace and jump-start the development in the area. The project supports rebuilding the economy of Northern Uganda and assisting the objectives under the Government of Uganda's Peace, Reconciliation, and Development Plan.
Duties may include: overseeing tendering component of the project, including management of procurement, accounting and administrative staff, providing technical advice on financial management to District, ensuring timely payment on all contracts, and managing the operations of the project office including supervising
relevant project staff.
Qualifications
Bachelors degree; Master's degree desired
Experience with sector project assistance or nonproject assistance required
Strong management and capacity building experience
Demonstrated capability in working to strengthen sustainable individual and organizational performance.
Ability to work independently, prioritize multiple work assignments in a fast-paced environment, and to meet deadlines
Interpersonal skills to collaborate effectively with communities and local governmental organizations
Experience working in East Africa, preferably Uganda

Chemonics International is also seeking qualified candidates for short-term technical assistance in the following areas:
Monitoring and Evaluation, Environmental Impact Assessment, Communications, Finance and Compliance, Sector Program Assistance/Public Finance Specialists, Public Procurement, Capacity Building/Training, Engineering and Small Infrastructure, Quality Assurance, and IDP resettlement.
Individuals should also have experience with small infrastructure programs, work in post-conflict areas, USAID or other bilateral donor experience, and demonstrated capability in working to strengthen capacity and sustainable individual and organizational performance.
