NRC Uganda has 5 core activities namely, Food Security and Livelihoods, Education, Shelter, Camp Management and Return Monitoring and Information Counselling and
Norwegian Refugee Council Uganda is seeking to recruit a Ugandan national to fill the following position:
Job Title: Head of Office NRC Kitgum/Pader
Duty Station: Kitgum
Reporting to: Finance/Administration Manager based In Gulu
Commencement: ASAP
JOB SUMMARY
The main objective of the position as Head of Office is to ensure effective management of NRC's two offices in Kitgum and Pader; ensure dose and efficient collaboration between operational support and programme departments, as well as represent NRC in Kitgum and Pader Districts.
Responsibility Focus Areas:
1. Management of NRC Kitgum and Pader offices
Responsible for implementation of operational NRC guidelines and regulations
Personnel responsibility for support/operational staff in Logistics, HR /Adminis-tration, Finance and the Security Departments
Oversee management of finance operations ensuring adherence to NRC finance guidelines for cash handling, accountability and donor requirements
Oversee day-to-day logistics functions in Kitgum and Pader offices and making sure the set guidelines are followed and adhered to by operational staffs.
Ensure the best use of NRC's human resources in the area, and develop optimal team work and team spirit
2. Coordination of support services for effective/efficient operations
Keep constant communications with the Finance/Administration Manager, Country Logistics manager, HR Manager on all Support related issues, PMs on all relevant programme issues and keeping the Country Director abreast of all relevant issues that arise;
Focal person for security management for NRC Kitgum and Pader offices
Ensure there are and lead regular staff and Support meetings
Keep contacts with the Land Lord(s) for NRC premises
Stay updated on all relevant political and policy issues related to operations in Kitgum and Pader Districts
3. Representation of NRC locally
Represent NRC on matters relating to operations services in both Kitgum and
Pader to local authorities, visitors and partner agencies (which require frequent travel between the two sites, approximately one hour by road). • Build networks and coordinate with UN agencies and other (IJNGOs in the area
SKILLS AND QUALIFICATIONS REQUIRED:
Participatory management skills and understanding.
Commitment to building capacity at all levels of operations.
Experience in field coordination and representation.
Field experience in high-risk settings and knowledge of security procedures and ensuring their implementation.
ESSENTIAL SKILLS:
Political and cultural awareness and experience of working where insecurity can be an issue
Proven communication, interpersonal, representation, negotiation and leadership skilis
Experience in administration and personnel management
Solid experience in management of finances and budgets
Fluency in English language.
Computer skills - database knowledge essential.
Proven skills and experience in report writing
Holder of a valid driver's licence
FORMAL EDUCATION:
Relevant higher education, preferably in management.
PERSONAL QUALITIES:
Goal oriented and visionary
Ability to work under pressure, independently and with limited supervision.
Ability and willingness to work and live under difficult circumstances. Flexible and creative, and it helps if you have a sense of humour.
