[ii] Scope of the position
The holder
of this post is responsible for the development and delivery of
management information services necessary for the efficient and cost
effective discharge of the Authority’s core and subsidiary functions,
and for the procurement and maintenance of all computer hardware and
software.

[iii] Position relationships
v Responsible to the Director of Finance and Administration;
v Supervises the Systems Analyst, Network Administrator,Programmer and support staff ; and
v Liaises closely with Ministry of Works and Transport Planning Division.
[iv) Key duties & responsibilities
1. Manage Systems, Software designs and development to ensure efficiency and cost effectiveness for UNRA.
2. Develops and maintains a Wide and Local Area Networks for the UNRA establishments.
3. Designs network plans and alternative proposals for enhancing user IT productivity and support.
4. Procures and maintains the Authority’s servers, computers and associated hardware.
5. Continuously manage the analysis and optimization of organizational systems.
6. Procures updates and familiarizes staff with software applications.
7. Maintains and updates the Authority’s websites.
8. Provides technical support to and training of head office and field based staff.
9. Assesses requirements for enhanced information systems and evaluates options, benefits and costs.
10.
Gives technical advice to the Planning Directorate on the peration of
the Authority’s road and bridge databases, road and road contracts
management systems and ensures compatibility with and linkage to MoWT’s
Transport Planning databases.
11. Assesses the
need for external technical support on a call-down basis and prepares
the necessary framework contract documentation for processing by UNRA’s
Procurement Unit.
12. Monitors the physical and
financial progress on major projects and coordinates and consolidates
inputs to necessary reports to stakeholders.
13. Contributes inputs to the Authority’s Business and Strategic Plans.
14. Chairs a working group or team as required.
15. Prepares other regular and ad hoc reports as may be requested by the Director of Finance and Administration.
16. Performs such other related duties as may be assigned by the Director from time to time.
[v] Person specification
Applicants
must be holders of a degree in computer science,information technology
or equivalent and preferably a relevant postgraduate degree. At least
seven years experience of IT operations in a managerial role is
required. Possession of good communication and interpersonal skills will
be an added advantage.

[ii] Scope of the position
The
Information and Documentation Officer shall be responsible for
maintaining a well established information and document management
system of all procurement documents and records in accordance with the
Public Procurement and Disposal Act and Regulations and any special
requirements of Development Partners.

¨ Reports to the Director of Procurement
[iv) Key duties & responsibilities
1. Responsible for referencing and serialization of all procurements and disposals as required by PPDA;
2.
Maintain and update all schedules of closing and opening of bids,
negotiation and Contracts Committee meetings and aware the PDU staff and
officials, weekly on Mondays;
3. Assist in
posting of bid notices to the procurement notice boards and relevant
national and international websites and magazines;
