Aviation Medical Assessor

Civil Aviation Authority (CAA) is a corporate body responsible tor regulation ol Civil Aviation in Uganda. The CAA carries out its work in compliance with Civil Aviation Act CAP 354 and related Civil Aviation regulations. The CAA now invites applications from suitably qualified medical doctors of impeccable integrity and commitment to be designated as an aviation medical assessor (AMA) as detailed below:

GEOGRAPHICAL LOCATION:
Within Uganda and any other foreign country where Uganda has significant aviation interests
DURATION OF DESIGNATION:
Designation of a physician as an AMA is effective for the renewable period of time indicated on the AMA ID Card, usually for three years, unless terminated earlier by the CAA or the AMA resignation.
REMUNERATION:
The AMA will be paid a monthly retainer fee.
PURPOSE:
A physician, appointed by the Licensing Authority, qualified and experienced in the practice of aviation medicine and competent in evaluating and assessing conditions of flight safety significance. The AMA is delegated functions to conduct medical assessments in connection with aviation personnel for the issue or renewal of licences or certificates as specified in the Civil Aviation (Personnel Licensing) Regulations, as amended.
DUTIES AND RESPONSIBILITIES:
The CAA delegates to the aviation medical assessor the authority to:
(a) periodically evaluate the competence of all designated aviation medical examiners (AMEs);
(b) conduct safety surveillance of activities of AMEs;
(c) evaluate medical reports submitted to the CAA;
(d) make final assessments in border-line cases;
(e) in cases where an applicant does not fully meet the medical requirements and in complicated and unusual cases, the evaluation may have to be deferred and the case submitted to the AMA for final evaluation,
(f) be in charge of Accredited Medical Conclusions: • "
(g) evaluate applications for issuance or renewal of from AMEs;
(h) audit of medical reports by AMEs. and;
(i) refresher training of medical examiners

Detailed Aviation Medical Standards and Certification requirements are contained in Part X of the Civil Aviation (Personnel Licensing) Regulations. as amended, A copy will be provided by the CAA upon request. Additional guidance is contained in ICAO Doc 8984,
Medical assessors are expected to maintain the currency of their professional knowledge.
An AMA assumes certain responsibilities directly related to the CAA aviation safety program. They are required to maintain familiarity with general medicai knowledge applicable to aviation, so they can properly discharge the duties associated with these responsibilities. They also shall have detailed knowledge and understanding of CAA rules, regulations, policies, and procedures related to the medical certification of aviation personnel. Only medical doctors with no past or current restrictions of medical practice, no adverse actions proposed or pending that would limit medical practice by any licensing board, Drug Enforcement Administration, any medical society, any hospital staff, or by any other licensing or certification , _. authority are eligible to apply.

Job requirement

QUALIFICATIONS:
A medical assessor, because of their functions as employees of or consultants for the CAA and as supervisors for the designated medical examiners, will normally have advanced training in the specialty of aviation medicine and extensive experience in regulatory and clinical civil aviation medicine.
For a medical doctor to be designated as an AMA, he or she shall:
(a) be a professionally qualified physician and licensed in the practice of medicine in Uganda or a foreign country in which the designation is sought;
(b) have obtained aviation medicine training at an institution recognized by the Authority;
(c) demonstrate adequate competence in aviation medicine; and
(d) have practical knowledge and experience of the conditions in which the holders of licences and ratings carry out their duties.
The CAA will facilitate the successful applicant who has previously not received aviation medicine training to undergo initial aerospace medicine training. prior to being designated. Thereafter, an AMA will attend an AME refresher course or seminar approved by the CAA, at the cost of the CAA, every year, as a requirement for continued designation.

Applicants must submit written applications with copies of their academic medical degree transcripts; certificate of any postgraduate professional training; certification of good standing by all medical licencing bodies from which the applicant has active licences, proving that there are no restrictions or limitations to practice medicine; notice of certification by any specialty board, if any; and a current detailed curriculum vitae.
