Job Title: Health and Nutrition Technical Advisor
Reports to: Country Director initially and to ACD programmes in 2010.
Direct reports: Directly line manages 3 project staff, one finance and admin officer
Job Location: Nakapiripirit, Karamoja Region, Uganda, with monthly trips to Kampala.
Contract Details: 2 Year Fixed Term Contract on Unaccompanied terms and conditions
Start Date: September 2009

Job Purpose:

The purpose of the post is to manage the ongoing Community Management of Acute Malnutrition (CMAM) Project (April –Dec 09) and to develop and mange a 5 year health and nutrition project in Nakapiripirit District in Karamoja region in North Eastern Uganda.

Main duties & Responsibilities:

To support the Ministry of Health (MoH) to implement the ongoing activities as outlined in the proposal and the agreements signed with the District Health Office (DHO) and the individual clinics.
To identify training needs and provide training, coaching and mentoring to the MoH staff at different levels (hospital, clinic, district and community) on CMAM in line with the national guidelines.
To provide leadership and direction to the project team and ensure that best practices are followed.
Analyse monthly performance data with key staff from MoH.
Manage the process of developing the 5 year health and nutrition project in line with Concern’s Project Cycle Management process.
Ensure effective management of donor grants.
Ensure the project budget is effectively monitored and managed.
Act as Concern’s health representative with government, non state actors and donors at district and regional level and to participate at national level as appropriate.
Ensure M&E system is in place and being implemented.
Liaise with Health support Unit (HQ) to ensure that best practices are followed and feed into organisational learning processes.

Person specification:

Essential:
Masters in Public Health
At least three years NGO experience in implementing and managing primary health care and/or nutrition programmes.
Proven experience of working closely with the MoH on similar programmes with a mentoring role.
Experience of working with multiple stakeholders.
Experience of developing health /nutrition programmes.
Proactive ‘can do ‘ attitude.
Ability to take a mentoring and coaching role.
Flexibility and ability to manage and prioritise a complex and changing workload.
Excellent interpersonal and communication skills.
Fluent English and good writing skills.
Ability to meet deadlines.
Demonstrated good analytical skills.
Commitment to international development and an understanding of the role and responsibilities of INGOs in developing countries.
Ability to live in an insecure, and isolated environment with limited social outlets.

Desirable:
International Driving licence
