Executive Director, Uganda Road Fund

Description of the Position

The Executive Director shall be a person of high moral character and proven integrity, with the relevant qualifications and experience relating to the functions of the Board.

The holder of this post is the most senior executive of the Secretariat and is responsible for providing it with leadership and managerial direction.

The Executive Director will report directly to the Board, and will also be Secretary to the Board.

The Fund has been established to operate in accordance with sound commercial principles to facilitate effective, efficient and predictable road expenditure on road maintenance activities.

The Executive Director will:

a) be responsible for the day to day operations of the Road Fund Secretariat, proper management of its funds, property and business and for personnel management, organisational control and discipline of the employees of the Secretariat;

b) use sound financial principles in expending and accounting for the Funds received and disbursed to the designated roads agencies. He/she will be the Accounting Officer, in accordance with the Public Finance Act 2003;

c) perform the functions and duties vested in him or her in terms of the Uganda Road Fund Act of 2008.

Relationships of the Position

a) Reports to and is under the general supervision of the Road Fund Board;

b) Heads and supervises all staff of the Road Fund Secretariat.

c) Maintains liaison with the head of the Uganda National Road Authority and the other designated Roads Agencies responsible for District, Urban and Community Access roads.

d) Maintains liaison with the development partners and other Institutions whose activities have an impact on the road sector.

Duties & Responsibilities of the Position

The Executive Director is responsible for:

a) the implementation of the policies and programmes of the Board and reporting on them to the Board and ensuring that the agreed objectives, targets and service standards are met;

b) the proper management of the funds and property of the Board;

c) the organisation and control of the staff of the Board;

d) the development of an operating plan to guide the Board in achieving its objectives;

e) co-operation with other lead agencies and organisations in the roads sector;

f) the development of an economic, efficient and cost effective internal management structure;

g) providing advice as required on all matters which fall within the area of the
Board's responsibility; and

h) performing any other duty necessary for the implementation of this Act as may be assigned to him or her by the Board.

Person specification and key competencies

a) Strong leadership and motivational qualities.

b) Demonstrated successful management of a similar sized organisation in a commercial, customer oriented environment.

c) Demonstrated understanding of the political, technical, financial and administrative requirements of an organisation of this nature.

d) Highly developed verbal and written communication and negotiation skills in the English language.

e) Strong analytical and negotiation skills.

Qualifications and Experience

Master's degree in Civil Engineering
Registered Civil Engineer in Uganda
Post-graduate qualification in finance, business administration, management or similar discipline.
At least 15 years work experience, of which a minimum of 7 years has been spent in the corporate sector.
Transport sector experience with emphasis on the road sub-sector and a broad appreciation of road management and maintenance techniques and technologies
Experience in a position with strategic focus, where the ability to rise above detail to appreciate overall patterns, assess value and see trends has been demonstrated.

Extensive relationship management experience, including liaison with, communicating to, consulting with and influencing stakeholders

Working knowledge of up to date financial and organisational management processes.
Experience of the start up of an enterprise including developing and describing the future vision in a way that encourages and motivates staff to follow will be a significant advantage.

Salary and Benefits

The Executive Director will be appointed on a five year contract, renewable only once, upon the recommendation of the Board. An attractive negotiable package is available to the right candidate.
