NUMAT Director of Finance and Administration- Uganda

NUMAT is a 5 Year USAID funded program working in northern Uganda to strengthen and support HIV/AIDS, TB and malaria prevention, care and support in an integrated fashion. The project began implementation in August, 2006. The Director Finance and Administration will be responsible for providing guidance on financial management, internal controls, administrative implementation, and overseeing human resources management of NUMAT teams to ensure timely achievement of program results. This position is based in Gulu, in Northern Uganda.

RESPONSIBILITIES
MANAGEMENT

" Oversees financial and administrative implementation; supervises and coordinates financial and administrative teams to ensure timely achievement of program results.

" Visits regional offices and district activities at least semi-annually to obtain feedback, monitor progress, and provide support.

" Assists the Chief of Party in managing the Cooperative Agreemment and contractual issues with project partners. Negotiate amendments to cooperative agreement as required.

" Meets regularly with USAID F&A counterparts to ensure sufficiency and accuracy of NUMAT F&A activities/reports etc.

" Communicate /advise NUMAT team leaders regularly on financial status of the project and funds availability for project activities.

" Provides monthly financial reports to the COP and identifies potential problem areas for resolution and solutions.


FINANCE

" Establishes and oversees financial management and internal control systems
" Oversees and guides the financial and administrative aspects of yearly work-planning to ensure that these inputs for the work plan are submitted to the Chief of Party in a timely fashion. Setup work-plan tracking system to monitor financial progress of project activities.
" Ensure the development and establishment of a sound financial management system and procedures for the NUMAT Program, and in compliance with donor requirements.
" Ensure transparency, accountability and effective use of NUMAT Program financial resources.
" Ensure timely budgeting, management and reporting of NUMAT Program finances
" Ensure the effective implementation of NUMAT Program financial policies, procedures and practices
" Ensures efficient administration and sound financial management, including the grants components. Provides continual liaison assistance and review for the grants management team of all grants issued by NUMAT.
" Ensure timely preparation and submission of financial reports to Boston home office, USAID and project team.
" Supervises finance and accounting staff

ADMINISTRATION

" Ensures development and implementation of administrative and personnel systems
" Provides oversight to IT, administration and personnel
" Provides oversight of procurement of equipment and commodities in compliance with donor regulations and procedures.
" Assists Chief of Party with daily program management.
" Supervises administrative staff.
" Additional responsibilities may be assigned from time to time in consultation with the job holder
" The job holder should be flexible and will be required to interface and work with cross functional teams within the organization
QUALIFICATIONS
Skills

Financial management, management, knowledge in computer based accounting, administrative, human resource management skills, excellent English communications skills, both verbal and written, excellent team-work and team-building skills.

Experience

" Minimum of 10 years field-based management experience
" Experience in large, complex organizations
" Previous working experience for an international NGO
" Previous experience working on a USAID-funded project
" Experience in cross-cultural work environments


Qualifications

" Masters Degree in Business Administration, Management, Education, International Development, or related field
" Professional qualification (CPA, CA, ACCA, CIMA) is an added advantage

Salary commensurate with experience.
