PILA Consultants [Local Senior Technical Advisor/Cluster Research Fellows x 4 positions

VACANCIES

Our Client the Office of the Prime Minister (OPM) has received a grant from UKAID for the Department For International Development (DFID) for strengthening evidence based decision making in the public sector.

The grant is intended to finance the implementation of Evidence Based Reporting and Accountability through the Annual and Semi-Annual Government performance reports, community dialogue (baraza) and other Monitoring activities in OPM, MoFPED and UBOS. OPM coordinates the policy design and policy implementation of the 16 Government sectors grouped into four clusters. OPM is seeking qualified and competent personnel to fill the following vacant positions:-

1. LOCAL SENIOR TECHNICAL ADVISOR
This position involves: Strengthening the technical and analytical capacity of OPM to better and efficiently handle its mandate of coordinating and assessing how government is delivering its services to its citizens and providing evidence base for decision-making.

Minimum specifications
The successful candidate will have;
_ A minimum of a Master's degree in Public Policy, Economics or related Social or Natural Science.
_ At least 15 years' working experience with Government of Uganda on policy, planning, coordination, monitoring and evaluation.
_ Demonstrable knowledge and experience of current trends in monitoring and evaluation within Uganda and globally.
_ Good communication (oral and written).
_ Strong relationships with key actors across the Government of Uganda

CLUSTER RESEARCH FELLOWS - MONITORING
2. Research Fellow (RF) - Economic Infrastructure and Competiveness (1 Position)
3. Research Fellow (RF) - Human Development (1 Position)
4. Research Fellow (RF) - Rural Development (1 Position)
5. Research Fellow (RF) - Justice and Governance (1 Position)
The above positions involve: Working in a team to produce semi-annual and annual Government Performance reports and conduct sub-county level barazas

Minimum Specifications
_ Economic Infrastructure and Competiveness: Master's degree in Economics, Statistics, Engineering, Sociology or related discipline.
_ Human Development: Master's degree in Economics, Statistics, Sociology or related discipline.
_ Rural Development: Master's degree in Economics, Statistics, Sociology or related discipline.
_ Justice and Governance: Master's degree in Economics, Law, Statistics, Sociology or related discipline.

For all positions, successful candidates are expected to have;
_ A minimum of three years relevant monitoring and evaluation experience.
_ Knowledge of Government of Uganda policies and procedures.
_ Familiarity with modern qualitative and quantitative research.
_ Good analytical, communication (oral and written) and team work skills.

SECTOR ASSISTANT RESEARCH FELLOWS - MONITORING

6. Assistant Research Fellow (RF) - Economic
Infrastructure and Competiveness (2 Positions)
7. Research Fellow (RF) - Human Development (2 Positions)
8. Research Fellow (RF) - Rural Development (2 Positions)
9. Research Fellow (RF) - Justice and Governance (2 Positions)
The above positions involve: Assisting the Research Fellows to produce semi-annual and annual Government
Performance Reports for the sector and conduct sub-county level barazas
Minimum Specifications
The successful candidates will have:
-  A Bachelor's degree (Honours) in Economics, Statistics, Sociology or related discipline.
-  A minimum of one year relevant operational experience, including monitoring and evaluation, and first-hand experience in a variety of types of operations.
-  Proven teamwork and communication skills.
-  Strong conceptual/analytical skills. 5. Proven skills in carrying out research. 6. Tact, discretion and diplomatic skills when dealing with sensitive and challenging issues

10. PROJECT ACCOUNTANT
Reports to: Commissioner Monitoring and Evaluation
This position involves: Monitoring the implementation of expenditure accounting and financial systems, and managing approved resources against approved plans
Minimum specifications
The successful candidate will have;
-  A Bachelor's (honors) degree in Commerce, Accounting or Finance.
-  Membership of ACCA, CPA.
-  A minimum of five (5) years working experience as an Accountant.
-  Knowledge of principles, methods and practices of Government and Donor accounting policies and procedures.
-  Computer literacy in MS Office packages with a strong understanding of Finance and accounting software.
-  Good analytical, teamwork and communication skills

11. PROCUREMENT SPECIALIST
Reports to: Commissioner Monitoring and Evaluation

This position involves: Preparing, implementing and monitoring contracts and agreements with Project partners, suppliers, and Consultants following set policies and procedures

Minimum specifications
The successful candidate will have;
-  A Bachelor's (honors) in Procurement, Public Administration, or Business Administration.
-  CPA membership.
-  A Minimum of five (5) years working experience in the procurement function.
-  Knowledge and proven experience of applying the Government's PPDA Act.
-  Computer literacy in MS Office packages.
-  Good communication, interpersonal and teamwork skills.

Contract terms and Remuneration

Contracts for all positions are based on local terms and will be offered on a one-year basis but renewable up to 3 years.

Remuneration is based on highly attractive Project terms but dependent on knowledge and experience.
