Human Resources Manager

Rakai Health Sciences Program is a collaborative Bio-medical Service Delivery. It strives to improve the quality of life of the local population through a combination of community-based research, curative services and prevention strategies in the district of Rakai, South Western Uganda. It is based at the Uganda Virus Research Institute-Entebbe and Kallsizo in Rakai District. The program is seeking to strengthen its staffing position in order to efficiently execute its research activities. Applications are therefore invited from qualified and competent Ugandans to fill vacant positions based at Rakai Health sciences Program-KALISIZO, RAKAI DISTRICT as indicated below: - HUMAN RESOURCE MANAGER (1 POSITION) Reporting to: PROGRAM ADMINISTRATOR Basic purpose: To develop and maintain an employee relations climate that creates and permits a stable and productive work force. To manage and coordinate all functions of employee relations including recruitment, labor relations, compensation and benefit services, work force planning, affirmative action and advocate for employees' rights. Job responsibilities: • Administer, review and provide advice on interpretation and application of policies, regulations and rules and labour laws • Determine and advise on benefits and entitlements for staff on the basis of contractual status • Ensure the effective and efficient implementation of all Program Human Resource operations • Analyze staff development and career support plans to ensure that they are consistent with the overall program's goals, policies on staff development and career support and the respective mandates • Provide performance management advice to staff and management • Provide leadership in the establishment and maintenance of employee relations that will assist in attracting and retaining a desirable and productive labor force • Ascertain staffing requirements with the heads of section and spearhead the recruitment process. • Organize and administer staff grievance procedures, negotiate settlement of appeals and complaints, provide advice and counseling to staff members • Conduct Salary surveys to determine competitive market rates and advise Executive management on how and when to make salary adjustments • Updating Job Descriptions and renewing staff contracts • Any other duties as may be assigned by management Key result areas/targets: • Personnel audit and monitoring • Timely staff performance appraisal reports • Employee induction and orientation • Employment policy administration • Compensation and benefit administration • Staff grievance handling Job requirement Person specification: Post graduate training in Human resource management with three years related experience, including supervisory/ managerial experience in a wide range of employee relations activities. Must possess an ability to understand human behavior and be able to lead and motivate people. Must have mature judgment and decision making ability. Registration with a professional human resource body is an added advantage.
