Programme Officer – Trade Law

The Ministry of Trade, Industry and Cooperatives (MTIC) received funds from the European Union (EU) through the Economic Partnership Agreement Related Trade and Private Sector Support Programme (EPA TAPSS) under the 10th European Development Fund (EDF). The Programme aims at enhancing the capacity of the Ministry to fulfill its mandate with respect to trade development, and enabling the country to develop sufficient capacity to exploit the trade opportunities available under the Economic Partnership Agreement (EPA) and the different regional trade agreements. EPA TAPSS is looking for qualified individuals to fill the vacant post below:
1. Programme Officer – Trade Law
This is a middle level technical position within the implementation of the Programme that reports to the Programme Manager through Component Managers. The position aims at assisting in implementation of various components of the Project.
Main duties/responsibilities:
The Programme Officer – Trade Law will be required to undertake the following specific activities:
  1. Provide technical inputs to the implementation of activities under the EPA TAPSS Programme Estimates;
  2. Provide the technical/legal input in the review and enactment of trade and commercial laws and regulations as per the Programme Estimates;
  3. Provide inputs into the preparation of Programme Estimates;
  4. Preparation of analytical briefs, position papers and contribution to targeted studies;
  5. Other related duties that may be assigned by the Supervisor/Programme Manager.
Qualifications/Skills and Experience
Applicants should have the following academic qualifications and work experience;
  1. Bachelors Degree in Law with a bias in Trade Law
  2. Masters degree in Trade Law will be an added advantage
  3. At least two years working experience, especially in the areas of legal and regulatory/policy reform or formulation
  4. Familiarity with the legislative and policy making processes at both central and local Government levels
Conditions of service
The position will be hired on the basis of a fixed contract up to 7th April 2012, which will be extended for one year periods up to July 2013 at the earliest depending on performance.  The initial contract shall have a probation period of three (3) months.
