Job Description: RESPOND is part of the USAID funded Emerging Pandemic Threats Program and is designed to identify and minimize the impact of newly emergent diseases of animal origin that threaten human health. The project will build the capacity of national animal and public health institutions in five designated “hot spot” regions in Asia, Africa, and Latin America. With a global headquarters in the USA, RESPOND has regional offices in Kinshasa, Kampala, and Bangkok. RESPOND seeks to recruit a Grant Development Officer for its partner, the One Health Central and Eastern Africa (OHCEA) network of academic institutions. The position will be based in Kampala, Uganda.

Position purpose: Support and guide OHCEA in the strategic planning for the development and winning of new projects and grant funding opportunities. Lead the organization in partnership building and assist in the organizational development to ensure smooth and efficient operations for attainment of quality results.

Role and Responsibilities:
1. Spearhead fundraising, writing of grants and promoting OHCEA’s image globally as a network.
2. Acquire familiarity with the academic and research strengths of each of the OHCEA member institution.
3. Provide information on grant or other funding opportunities for OHCEA members.
4. Identify, implement, and link OHCEA partnership opportunities across ministries (sectors) and disciplines to OHCEA/RESPOND activities.
5. Work with the Chairs and Program Manager of OHCEA to leverage OHCEA regional and country level programs and activities for additional funding or networking opportunities.
6. Support the preparation of annual and operational work plans as well as concepts and proposals
7. Participate in the development of Terms of Reference, contracts or any other obligation instrument for country, regional and organizational partners as well as consultants, as necessary.

Preferred Skills: Required Qualifications:

1. Minimum of Post Graduate degree in a health related field

2. 10+ years of professional experience program management, with preference for experience in health sector

3. Documented experience working with multiple program partners, including international NGOs, local NGOs, public, private and academic sectors

4. Strong documented grants writing and communication skills

Preferred Qualifications:

1. Experience working with young organizations at top leadership level preferred

2. Experience within and across academic, public and private sectors, especially in reference to capacity building is a plus
