UGANDA NATIONAL BUREAU OF STANDARDS

Uganda National Bureau of Standards (UNBS) is a statutory body under the Ministry of Tourism, Trade and Industry mandated to co-ordinate the elaboration of standards and quality of products and services so as to facilitate fair trade, promote local industries and protect consumers. UNBS is currently looking for a Human Resources Manager.

Reports to: Deputy Executive Director -Management Services

Key Duties and Responsibilities:
• Carry out recruitments for the Bureau based on the human resources strategic plan
• Prepare annual departmental budgets as well as the training and payroll budgets for UNBS
• Plan and ensure that the organizational development programs are compatible with the available human resources and are aligned to the stakeholders interests.
• Advise management on all human resources and staff welfare issues.
• Implement and monitor the organizational structure, job evaluation and performance management systems
• Implement and monitor a job pay structure and advise on salary review based on results of salary surveys
• Review and update staff regulations and the human resources manual based on the recommendations from management and Council.
• Identify training needs, develop training plans and monitor their implementation
• Coordinate the necessary modification of organizational structures and systems in fulfillment of the UNBS mandate
• Supervise the human resources department team including monitoring their performance
• Provide counseling and guidance to staff
• Any other duties that may be assigned from time to time

Desirable Competencies and Requirements:
• A Masters Degree in Human Resource Management or Business Administration and Management (Human Resource Option), and,
• An honors degree in Hunan Resources, Business Administration or B. Com (Human Resource Management option), Social Sciences, Public Administration or a related field from a recognized University
• A postgraduate Diploma in Human Resources Management is an added advantage
• Must be computer literate in MS word, Excel, Access, internet and PowerPoint
• Must possess excellent communication skills
• Counseling training skills and experience is an added advantage
• Relevant working experience of at least 8 years, three (3) of which at a senior management level in a reputable organization or consulting firm.
• Possession of good and demonstrable managerial skills
• Age: Between 30 - 45 years
