Aviation Medical Examiners

Civil Aviation Authority (CAA) is a corporate body responsible for regulation of Civil Aviation in Uganda. The CAA carries out its work in compliance with Civil Aviation Act CAP 554 and related Civil Aviation regulations. The CAA now invites applications from suitably qualified medical doctors of impeccable integrity and commitment to be designated as aviation medical examiners (AMEs) as detailed below:

Within Uganda and any other foreign country where Uganda has significant aviation interests
DURATION OF DESIGNATION:
Designations of physicians as AMEs are effective for the renewable period of time indicated on the AME ID Card, usually for one year, unless terminated earlier by the CAA or the AME's resignation.
REMUNERATION:
The AMEs are remunerated solely by fhe fees they charge applicants for the services rendered. The CAA does not establish fees to be charged. However, it is recommended that the fee be the usual and customary fee established by other physicians in the same general locality for similar services.
PURPOSE:
The AMEs are delegated functions to conduct medical examinations for fitness of aviation personnel for the issue or renewal of licences or certificates as specified in the Civil Aviation (Personnel Licensing) Regulations, as amended.
DUTIES AND RESPONSIBILITIES:
The CAA delegates to aviation medical examiners the authority to:
(a) accept applications from prospective or current flight crew and air traffic controllers for physical examinations necessary for issue of a medical certificate;
(b) examine applicants for and holders of medical certificates to determine whether the applicants meet applicable medical standards; and
(c) recommend issue, renewal, denial or withdrawal of medical certificates to an applicant based on meeting or failing to meet applicable medical standards-Detailed Aviation Medical Standards and Certification requirements are contained in Part X of the Civil Aviation (Personnel Licensing) Regulations. as amended. A copy will be provided by the CAA upon request. Additional guidance is contained in ICAO Doc 8984.
AMEs assume certain responsibilities directly related to the CAA aviation safety program. They are required to maintain familiarity with general medical knowledge applicable to aviation, so they can properly discharge the duties associated with these responsibilities. They also shall have detailed knowledge and understanding of CAA rules, regulations, policies, and procedures related to the medical certification of aviation personnel.
Only medical doctors with no past or current restrictions of medical practice, no adverse actions proposed or pending that would limit medical practice by any licensing board, Drug Enforcement Administration, any medical society, any hospital staff, or by any other licensing or certification authority are eligible to apply.
EQUIPMENT REQUIREMENTS:
Medical examinations must be personally performed by an AME at an established office address with adequate facilities that has been approved by the CAA. AMEs shall certify at the time of designation, re-designation, or upon request that they possess (and maintain as necessary) the equipment specified.
(a) Vision testing equipment—detailed specifications may be obtained from the CAA upon request;
(b) Medical diagnostic instruments: Equipment and aids necessary to conduct a physical examination, including strips to test urine for sugar and protein
(c) Standard physician diagnostic instruments and aids including those necessary to perform urine testing for albumin and glucose.
(d) Electrocardiographic equipment. AMEs must have access to digital electrocardiographic equipment with electronic transmission capability.
(e) Audiometric equipment. AMEs must have access to audiometric equipment or a capability of referring applicants to other medical facilities for audiometric testing.

Job requirement

QUALIFICATIONS:
For a medical doctor to be designated as an AME, he or she shall—
(a) be a professionally qualified physician and licensed in the practice of medicine in Uganda or a foreign country in which the designation is sought;
(b) have obtained aviation medicine training at an institution recognized by the Authority;
(c) demonstrate adequate competence in aviation medicine; and
(d) have practical knowledge and experience of the conditions in which the holders of licences and ratings carry out their duties.
The CAA will facilitate successful applicants who have previously not received aviation medicine training to undergo initial aerospace medicine training prior to being designated. Thereafter, an AME will attend an AME refresher course or seminar approved by the CAA, at their cost, every 3 years, as a requirement for continued designation.

Applicants must submit written applications with copies of their academic medical degree transcripts; certificate of any postgraduate professional training; certification of good standing by all medical licencing bodies from which the applicant has active licences, proving that there are no restrictions or limitations to practice medicine; notice of certification by any specialty board, if any; and a current detailed curriculum vitae.
