Since 1993, Hospice Africa Uganda (HAU) (national organization) has
promoted modern methods of pain and symptom control as well as
“whole-person” (holistic) care for patients living with cancer and
HIV/AIDS. HAU strives to uphold excellent clinical standards and provide
quality education courses and advocacy activities to promote spread of
palliative care throughout Uganda and Africa. Hospice Africa Uganda has a
head office in Kampala, site offices in Mbarara and Hoima Districts.
HAU wishes to recruit dynamic, skilled, and caring Ugandan staff
committed to palliative care to fill the following positions:

Job Purpose:
Management of the Clinical Department
Key Duties:
Duties/responsibilities
Work-planning: Working with the Clinical Director:
• To set annual work-plan for the Clinical Department
• To set individual donor work-plans for the Clinical Department
• To implement work-plans on time and to specification
Human Resource: Working with HR & Admin Director and Clinical Director to
• Ensure full staffing of Clinical Departments
• Ensure new staff receive adequate induction
• Assist HSC with duty and leave planning
• Ensure all staff complete time sheets
• Ensure all staff complete appraisals and reviews on time and to required standard
• Manage performance and discipline of individual staff as necessary
• Ensure all staff receive adequate mentoring, supervision and training
Monitoring and Evaluation: Work with the Quality Assurance Coordinator and Clinical Director to
• Establish and agree M&E framework for Clinical Department
• Monitor and evaluate progress against agreed targets in work-plans
• Report on progress for HAU and for individual donors
• Assist in the drafting of written reports
Finance: Work with Finance Director and Clinical Director to
• Agree and set Clinical Department budget
• Monitor progress against budget, and adjust spending as necessary
• Monitor and spot-check procurement processes in consultation with the Procurement Officer
•
Manage accountability, procurement and purchasing systems (including
management of “comfort fund” and basic needs allowances for patients)
Facilities Management: Work with Finance Director and Clinical Director to
• Ensure good communication between clinical team and drivers
• Ensure Clinical Department is fully supplied and stocked with all necessary items and sundries
• Maintain stock effectively to ensure no stock outs or wastage
• Ensure pharmacy is fully supplied and stocked
• Ensure clinical records are properly filed and maintained
• Ensure Clinical Department is kept clean, functional and well-maintained
Communication
• Ensure meetings within Clinical Department occur regularly and on time and are properly prepared, run and minuted
• Communicate effectively with Clinical Director and Health Services Coordinstors at the three sites
• Communicate effectively with Clinical Team
• Communicate effectively with Directors and Managers of other departments
Advocacy:
Actively promote access to comprehensive quality palliative care to
people living with HIV/AIDS and cancer and their families.
Key Results Areas
Clinical Department work-plans agreed, disseminated and achieved on time, to target and within budget
Clinical Department staff effectively managed
Clinical Department facilities effectively stocked, managed and maintained
Communication within Clinical Department and between Clinical and other departments effective and smooth

The jobholder has managerial decision making capacity and accountability
Educational Requirements:
Ideal: Specialist in health services management in the African setting
Minimum: Post-graduate with some management expertise
Related Job Experience/Qualifications
Preferably experience in health services management ideally in African setting
Ability to communicate effectively
Ability to produce written documents to a high standard
Ability to implement and complete objectives and tasks thoroughly and on time
Computer literacy skills – MS Office applications, word, excel, PowerPoint, Spread sheets
Skills of analysis, sensitivity and diplomacy.
