Background
Winrock International is a non-profit organisation whose mission is to empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock has over 170 projects underway in sixty-five countries including the United States. In Uganda, Winrock is currently working in four Northern Uganda Districts of Gulu, Amuru, Oyam and Kitgum. However, Winrock is anticipating additional funding from USAID for expansion to two new districts of Nwoya and Lamwo.
Winrock will effective with the release of this advert, seek to recruit additional personnel (Ugandan Nationals) to fill the vacant positions listed below to support the implementation of the Northern Uganda Development of Enhanced Local Governance, Infrastructure and Livelihoods (NUDEIL) Project.
Job Title : Procurement Assistant, Ref No. #039
Reporting to : Deputy Chief of Party Operations
Duration of Contract : 8 Months with possibility of extension
Duty station : Gulu
Number of Positions : 01
Main duties & responsibilities:
- Internal procurement for Winrock International (Supplies, services and works)
- Receives and check procurement requests from all the User Departments, checks for accuracy, and forward to COP or DCOP for approval.
- Prepares bids and proposals; writes and/or assists in writing bid specifications for commodities and services needed by different departments
- Opening and receiving of bids
- Evaluates the quality and appropriateness of supplies and equipment; conducts cost/quality comparisons prior to submitting quotations and proposals to procurement office.
- Maintains contact with vendors regarding orders
- Conducts on-site inventory, prepares and updates inventory lists to include the location and status of all equipment in the NUDEIL field sites.
- Conducting price surveys and gathering quotations, updating information on open market and contract purchase prices. Other duties as assigned by supervisor.
- The successful candidate must have a minimum of a Bachelor’s Degree in Procurement/Purchasing and Supply Chain Management.
- Must have Knowledge of the new PPDA Procedures and working knowledge of the PPDA Process.
- Minimum of 3 years of experience in procurement work preferably in a public institution or in a reputable international organization funded by USAID.
- Person of sound integrity with ability to demonstrate maturity, honesty, commitment and working under minimum supervision.
- Fluency in English both written & oral is required. However, candidates who can also speak Luo fluently, have an added advantage.
