Qualifications:

A minimum academic qualification of a Master’s Degree in public health, public administration, international development or related field — preferably with a minimum of 8 years of demonstrated experience in successfully managing large scale social sector funded programs and/or HIV/AIDS, Malaria, and TB activities in Uganda or abroad;

Objectives, work on multiple tasks at once, anticipate problems and evaluate results.

Ability to prioritize task assignments and use resources effectively and efficiently.
-
Ability to analyze data according to protocols, compile information and prepare reports.
-
Strong facilitation, relationship-building, negotiating and influencing skills especially within a complex public, private, donor, and implementing partner environments.

Solid computer skills to include proficiency using email, word processing and spread sheet applications, preferably Microsoft Office applications.
Working Experience:

At least 5 years supervision experience.

Familiarity and experience in working with government and non-government systems.

Understand the mechanisms of public/private partnership

Proven ability to anticipate length and difficulty of task assignments, set project

Track record of strong commitment to sharing knowledge, documenting experience and supporting creative initiatives.

Self-starter with competence to assess priorities, manage a variety of complex activities in a time-sensitive/emergency environment, and meet competing deadlines and ability to work with minimum direct supervision

Excellent organizational skills and attention to detail as well as excellent oral and written communication skills.

Knowledge and understanding of Global Fund guidelines and processes an advantage
Duties and Responsibilities:

Oversee the coordination of CCM meetings and support to its committees:
-
Lead the coordination of CCM management and support structures:
-
Supervise the Oversight Officer in the process of Global Fund grant oversight and overall performance monitoring of Principal Recipients (PRs):

Support the Executive Committee in coordinating and documenting routine and extraordinary meetings and communicating issues and outcomes with the CCM at-large.

Provide support to the Resource Mobilization and Proposal Development Committee in its harmonization functions especially during the proposal development phase and for the purposes of national reporting.

Facilitate support for the Resource Mobilization and Proposal Development Committee during the proposal development and grant negotiation process:

Coordinate CCM communication and information-sharing:
-
Assist in the organization of orientation sessions for new CCM members including capacity building efforts in Conflict of Interest for CCM members.

Oversee the organization of CCM membership
-
Assist in development and establishment of good mechanisms for promoting public private partnership and engagement of constituencies.

Perform any other duties and responsibilities as assigned by the CCM Chair.
