Reports to: Finance & Operations Manager

Main Purpose of the Job: To oversee partner sub-grants, support partners to account & ensure their compliance to donor regulations & requirements including overall responsibility for the contractual management of Sub-partner grants. Development of the program’s cost applications (budgets ac­companying resource mobilization proposals).

Key Duties and Responsibilities
Develop Memoranda of Understanding/Agreements be­tween MJAP & Sub-partners
Administer sub-partner grants in line with Donor regulations & requirements
Monitor sub-partner financial activities to ensure compliance with MoU terms & conditions
Review sub-grantee budgets in line with their technical work plans
Assist sub-grantees to requisition -funds, track expense and prepare reports
Review sub-partner Accountabilities before submission to the Accountant
Ensure that sub-grantees comply with donor reporting requirements
Monitor sub-grantees by visiting their activity sites as necessary to assess performance and identify areas of weakness that require action on the part of the grantee or that require external technical assistance and follow up to ensure that appropriate action is taken.
Work closely with the M & E Coordinator as well as the Sub-partner technical contact to ensure disbursement of funds based on adequate technical reporting.
Prepares reports for grants related activities as necessary and any other information as required by the Finance & Operations Manager.
Develop budgets/cost applications for new program proposals.
Participates in Program Implementation Team meetings.

Requirement:
Person specifications:
Degree in a financial discipline- B.Com, BBA OR its equiv­alent from a recognized University.
Significant experience in grants management and financial/operational systems is essential;
Experience with performance based granting is strongly preferred.
Substantial experience working with CDC funded projects and knowledge of CDC regulations and procedures strongly preferred.
Principles of Accounting and Auditing
Knowledge of National taxation policies and regulations
Donor requirements and regulations
Interpersonal, communication and Negotiation skills
Computer skills with hands-on-experience using various accounting packages
Attention to detail
High integrity
Ability to meet tight deadlines.
